The allegations against Cook include providing “substantial assistance” to the United States in the prosecution of “a number of named individuals.”
Cook was recruited for a position with the RCMP in 1992 and became a member in 1994.
While working at the RCMP, Cook allegedly provided intelligence about the activities of his mother and “a number of named individuals,” including former federal Conservative MP Rahim Jaffer, according to the statement of charges.
The charges also state Cook provided information about the activities of a network called the Islamic Revolutionary Guard Corps, or IRGC, which is a “foreign terrorist organization” according to the RCMP.
The investigation into Cook’s alleged activities began in 2006 and lasted until 2010.
In addition to the charges, the RCMP has laid three charges under the Criminal Code against Jaffer and an associate, Shoaib Sultan, both of Ottawa.
Jaffer has pleaded not guilty to all three charges, which include participation in a terrorist organization and two counts of counselling a terrorist organization.
Sultan has pleaded not guilty to one charge of participating in a terrorist organization.
An RCMP-led indictment alleges that from March to August 2006, Jaffer and Sultan entered into a conspiracy to “destabilize” Iran and its government.
The indictment also alleges that Jaffer and Sultan conspired to “provoke civil unrest,” “gather information about Iran’s government and Islamic Revolutionary Guard Corps,” “provoke the overthrow of the Iranian government” and “harass Iranian officials,” the Canadian Press reported.
The Crown alleges in the indictment that Jaffer and Sultan recruited a Muslim, non-Iranian cleric to advocate against the Iranian government and recruited, trained and equipped a “sleeper cell” to launch a bombing campaign.
The allegations have not been proven in court.
